 A person is eligible to apply for citizenship if he or she is:

  • At least 18 years of age;
  • Of good character and has no criminal record; and
  • Willing to make the required investment whether by way of donation into the National Development Fund or through an Approved Real Estate Project.

An applicant (the “Principal Applicant”) may include any one or all of the following dependents in his or her application for citizenship and each person included in the application will upon approval also be granted citizenship of Dominica:

  • A spouse of the principal applicant;
  • A child of either the principal applicant or his or her spouse, who is under 18 years of age;
  • A child of either the principal applicant or his or her spouse, who is between 18 – 28 years of age, is in full time attendance at a college or university and is fully supported financially by the principal applicant;
  • An unmarried daughter of the principal applicant who is under 28 years of age and is living with and fully supported by the principal applicant;
  • A child of either the principal applicant or his or her spouse, who is over 18 years, is physically or mentally challenged and is fully supported by the principal applicant;
  • Parents or grandparents of either the principal applicant or his or her spouse who are over 55 years, live with and are fully supported by the principal applicant.

The application process takes between 3 – 4 months from the date of submission of the application. Streamlined and Interactive Process (SIP)



SIP STEP 1: Preliminary

CCS conducts one-on-one dialogue with clients to answer questions, clarify elements of the Program as well as determine eligibility. The client and CCS execute an Engagement Letter detailing the services to be provided including a quotation of all fees and costs. Clients choose their preferred option for citizenship and with full guidance from their assigned CCS Citizenship Specialist, select their real estate property if applicable.


SIP STEP 2: Preparation and Submission of Application

CCS Citizenship Specialists provide clients with application kits comprising application forms as well as customized checklists, guidelines and sample documents to guide the preparation of their applications as well as real estate documents (if this is the investment option being pursued). CCS continues to provide informed advice and assistance to clients as required throughout the preparation of their applications. Upon receipt of the completed applications, CCS undertakes a robust review of each client’s documents to ensure that all is in order before the application is submitted to the Citizenship by Investment Unit (CBIU).


SIP STEP 3: Due Diligence and Decision

At this stage, the CBIU will conduct due diligence on the client. Any queries emerging from the due diligence process are responded to effectively and quickly by CCS. At the end of this exercise, the CBIU will issue its decision on the application.


SIP STEP 4: Issue of Certificate of Naturalisation and Passport

Once a client’s application has been approved in principle, the Government processing fees become payable as well as the investment or donation amount. Upon satisfaction of these requirements, the CBIU issues the Certificate of Naturalisation for the principal applicant and each dependent included in his or her application. Following receipt of the passport or passports as the case may be, from the Government authorities, CCS delivers them together with the Certificates of Naturalisation safely and securely to the client.
